Many of these prosecutions arise out of camera evidence. Where the equipment is not properly calibrated then you may have a defence. If the lights have stuck on red and you wait a reasonable time and then proceed with caution you may also have a defence.
Sometimes you may have a defence to ignoring a sign. For example double white lines can be crossed to obtain access to side roads or land or premises adjoining the road, or pass a stationary vehicle, avoid an accident, pass a slow moving road maintenance vehicle or cycle or horse, comply with a constable’s direction, or in circumstances beyond your control.
Moreover if a sign does not conform to the prescribed regulations an offence may not have been committed. If the traffic regulation order creating the sign has not been properly published then the prosecution may fail (as long as they are given an opportunity to produce the order).
Where a constable has ordered you to stop it may be a defence if you never saw his signal. Even after having complied with an order to stop you may not have committed an offence if you subsequently proceed
